Only one of the new cases is a returned overseas traveller, with the others linked to the Victorian outbreak or Sydney's existing clusters.
Delivering her morning update, NSW Chief Health officer Dr Kerry Chant said six of the new cases were linked to Sydney's funeral gatherings cluster, and four were linked to the Thai Rock restaurant in Wetherill Park.
One of the new cases is a staff member at the Apollo restaurant in Potts Point and another was acquired in Victoria.
Dr Chant said there had been just over 16,000 tests conducted in the 24 hour period, which was down significantly from the more than 22,000 tests in the previous 24 hours.
"NSW Health announced last night that everyone who attended the Apollo restaurant in Potts Point from Thursday 23 to Saturday 25 of July is being asked to quarantine for 14 days after their visit," she said.
Additionally, everyone within the Potts Point suburb should be on high alert for symptoms and get tested if they are sick, she said.
There have now been 3510 cases of COVID-19 diagnosed in NSW since the start of the pandemic.
Dr Chant said NSW residents should avoid essential travel and gatherings at "this critical stage", and issued advice which is stricter than the legally enforceable rules now in place.
"Of particular concern is transmission in venues such as hotels and restaurants, the gym and social gatherings," she said.
"Anyone feeling unwell - even with the mildest of symptoms such as a runny nose or scratchy throat - must seek testing and self-isolate until they get the result.
"Stay at home, and do not go to work or catch public transport until you are cleared of COVID-19."
She also advised that people should stay 1.5 m from other people at all times and avoid anywhere where there is crowding.
Despite the continuing legal limit of 20 people, she said residents of the state should not host or go to a gathering of more than 10 people at home.
Dr Chant also said people should consider using a mask in situations where they are unable to social distance, particularly indoors.
In Victoria, daily case numbers have remained high with 384 new cases identified in 24 hours.
