As part of the Fit for the Future reform package of the NSW Government, councils had been invited to submit a proposal by June 30 outlining how they intended to become Fit for the Future (FFTF). Such proposals were to be made using one of the template documents provided by the NSW Government.

In March 2015, Council resolved that management and staff of Moree Plains Shire Council commence preparing the draft Council Improvement Proposal, showing how the Council will become fit for the future within its existing structure (no merger with Gwydir Shire Council) and that the finalised draft Improvement Proposal of Moree Plains Shire Council be brought back to the Council for approval prior to its due date, being June 30.
At the June 25 council meeting, Council approved the completed Council Improvement Proposal.
In completing this template, Moree Plains Shire Council (MPSC) needed to assess its current and forecast performance against seven performance benchmarks prescribed by the NSW Government and develop strategies and actions to improve performance against the criteria of Sustainability, Infrastructure and Service Management and Efficiency.
All submissions from NSW councils will be assessed by the Independent Pricing and Regulatory Tribunal (IPART). As required, MPSC submitted its Council Improvement Proposal to IPART on Tuesday June 30.
On the basis of council submissions, IPART will make recommendations to the NSW Government in October this year.
