It's of the things his highlighted after being sworn in at the official ceremony on Thursday.
Mr Coulton has been chosen to continue in his role as the minister responsible for regional health, regional communications and local government.
He's been in charge of the portfolios since May 2019.
Because of that, Mr Coulton said he's "well aware of the issues at hand" and is driven to address the barriers to regional, rural and remote Australians fulfilling their potential.

"Ensuring people across the country have access to appropriate health services and telecommunications is integral to meeting this aim," Mr Coulton said.
"Getting more doctors into the bush is vitally important for the future of regional communities and I am pleased to be able to continue to work on the solutions required to address current inequities."
The minister said he would continue to deliver on the government's commitment to improve digital connectivity for all Australians, regardless of geography.
"The bush needs to be connected and there is more to do," Mr Coulton said.
He said he was proud to continue working with the 546 governing authorities across the country and would build on relationships with state government and relevant organisations.
"In good times and bad, councils across the country strive to deliver economic and social benefits for their communities; often within challenging budgetary constraints," Mr Coulton said.
"As a former mayor myself, I understand this challenge and am committed to working with councils to ensure they continue to deliver for their communities."
With nine months of experience in the portfolios, Mr Coulton said he looked forward to delivering for regional Australians with a more focused scope.
"I am pleased to also continue my work advocating in Parliament for constituents of the Parkes electorate, as I have done for the past 12 years," he said.
Calare MP Andrew Gee has been made the Minister for Decentralisation and Regional Education.
